The Pied-à-Terre Tax in Central Park West

Central Park West is co-op country — and the surcharge treats a co-op share unlike anything an owner is used to seeing. Here is what the pied-à-terre tax actually does to the buildings along the park.

The co-op question comes first

Most of the addresses that define Central Park West — the twin-towered pre-war landmarks and the trophy co-ops between them — are exactly that: co-ops. And a co-op does not have a market value the way a condo does. The Department of Finance values the whole building as one tax lot, then imputes a value to each apartment through a fractional-share method tied to the co-op's share register. That imputed number, not your last appraisal and not what the penthouse down the hall traded for, is what the surcharge is tested and charged against.

That is why so many Central Park West shareholders cannot answer the one question that matters — "am I over the $1,000,000 line?" — without pulling the roll. Two apartments that feel identical can sit on opposite sides of it because their share allocations differ. Across the three ZIP codes that run up the park (10023, 10024, 10025), the roll lists 26,202 condo and co-op units; 2,152 of them — 8% — carry a DOF market value over the threshold. The share is lower than in condo neighborhoods precisely because DOF's income-based co-op method produces conservative per-unit values, which is a double-edged fact: it keeps many owners under the line, and it blindsides the ones it doesn't.

Where the exposure concentrates

The over-threshold units are not spread evenly. They cluster in the newer condo towers on the neighborhood's edges and in the handful of pre-war co-ops whose share structures push individual apartments over $1M. Ranked by how many units clear the line:

Frequently asked questions

Does the NYC pied-à-terre tax apply to Central Park West co-ops?

Yes, co-ops are covered — the surcharge applies to any non-primary residence over the threshold, condo or co-op. The catch is how a co-op is valued: DOF assesses the whole building as one lot and imputes a market value to each apartment by its fractional share, and that imputed figure is what the $1,000,000 test uses. On the July 2026 roll, 2,152 of the 26,202 condo and co-op units in the Central Park West ZIPs (10023, 10024, 10025) are over the threshold. Whether yours is depends on your specific share allocation, not the building's reputation.

How does DOF value my Central Park West co-op for the pied-à-terre surcharge?

Not by sale price and not by your assessed maintenance figure. DOF takes the building's total market value (an income-based figure) and allocates it across apartments by their co-op shares, publishing a per-unit imputed value on its July 2026 Supplemental Market Value Roll. The surcharge is a flat 4%–6.5% of that full imputed value once it clears $1,000,000. Because share allocation tracks apartment size and floor rather than resale value, the DOF number can land well above or below what your unit would sell for.

My Central Park West apartment would sell for millions but shows a low DOF value — why?

That is the co-op valuation method at work. DOF values co-ops on an income approach applied to the whole building, then splits it by shares — a method that historically produces per-unit figures far below open-market resale prices, especially in prestige pre-war buildings. It is good news for the surcharge (a lower DOF value can keep you under the $1M line), but it is DOF's number that governs, not the brokerage comp. The only way to know your exact figure is to read it off the roll.

Which Central Park West buildings have the most units over the threshold?

By count of over-threshold units on the July 2026 roll, the leaders in the Central Park West ZIPs include 2376 Broadway, 15 Central Park West, 200 Amsterdam Avenue, 400 West 61st Street, 50 West 66th Street and 1 West End Avenue. The pre-war co-ops carry fewer over-the-line units than the newer condo towers, again because of the co-op valuation method — but 15 Central Park West, the neighborhood's trophy address, is a notable exception with 111 units over the threshold.

I own at 15 Central Park West — am I over the pied-à-terre line?

Very likely, if it is not your primary residence. 15 Central Park West is a condominium, so DOF publishes a real per-unit market value rather than a co-op share imputation, and 111 of its units clear the $1,000,000 threshold on the current roll. The exact surcharge is a flat 4%–6.5% of your unit's full DOF market value. Submit the unit for a free check and we will send you the precise figure and, if you are over, what a 12-month lease or a sale would change.

How much is the pied-à-terre surcharge on a Central Park West apartment?

It is a flat rate on the unit's full DOF market value once over $1,000,000: 4% up to $3M, 5.25% from $3M to $5M, and 6.5% above $5M — charged every year the apartment is not someone's primary residence. A unit valued at $1.5M by DOF owes about $60,000 a year; a $6M unit owes about $390,000. Across every over-threshold unit in the neighborhood the maximum combined bill is roughly $135.7 million a year, before exemptions.

I'm an out-of-state or foreign owner of a Central Park West pied-à-terre — what do I owe, and can I avoid it?

If the apartment is over the DOF threshold and no one uses it as a primary residence, the surcharge applies every year — this is precisely the owner the tax was written for. Three things eliminate it: occupancy more than half the year by you or an immediate family member as a primary residence; an arm's-length lease of 12 months or more to a tenant; or a sale. Conquest models the lease-versus-sell-versus-hold math on your actual DOF number, at no cost — and for co-ops we resolve the imputed value directly from the roll, so you are not guessing at a share percentage.

A DOF notice arrived about my Central Park West apartment — what should I do?

Read it against the roll before you do anything. The notice states DOF's market value and whether it has flagged the unit as non-primary; both are contestable, and the primary-residence determination in particular is often what decides the whole bill. Do not assume the letter is final. Send us the unit and we will pull its exact DOF figure, tell you whether the threshold and non-primary findings hold, and lay out the deadlines that matter for contesting either one.

Methodology. Figures aggregate DOF's Supplemental Market Value Roll (July 2026) for ZIP codes 10023, 10024, 10025; ZIP boundaries approximate neighborhood borders, so edge blocks may sit in an adjacent total. Condo, co-op and mixed condo units only. "Max annual surcharge" assumes no unit qualifies for an exemption; actual collections will be lower. The surcharge is a flat statutory rate on the unit's full DOF market value once over the $1,000,000 threshold, charged only for years the unit is not a primary residence.
